On state TV, Aliyev stated, “We can confirm the plane was shot down by Russia.” He added that electronic warfare and ground fire from Russia made the plane uncontrollable.

Azerbaijan’s Frustration

Aliyev expressed anger over Russia’s initial response. “For three days, we got nothing but nonsense from Russia,” he said. He accused Moscow of trying to cover up the incident.

Russia’s Response

Russian President Vladimir Putin apologized on December 28. He called it a “tragic occurrence.” However, Putin didn’t admit fault. This partial response has further angered Azerbaijani officials.

Azerbaijan’s Demands

Aliyev has made three specific demands:

  1. An official apology
  2. Acknowledgment of guilt
  3. Punishment of those responsible

He also wants criminal accountability and compensation. Putin’s apology partly addresses the first demand. But Aliyev insists on meeting all conditions.
